No longer replacing Treasure Hunter perk with Siphoning Strikes in Moonlock Scenario (since Moonlock currently breaks Siphoning Strikes)

Fix mod slots for Tarkov weapons in Moonlock scenario. They should have roughly 2 additional mod slots compared to a vanilla weapon of the same tier.
Slightly decrease grenade launcher schematic loot chance
Decrease the recoil reduction from suppressors and compensators (guns with both of those mods won't be quite as much of a laser)

-Buffed Soldier class bonuses. Previously, soldiers only gained increased machine gun fire rate. Since fire rate increases don't work with EFTX weapons, the following bonuses were added to the Soldier class:
-Armor rating increases by 2.5 per level
-Stamina regeneration while holding an axe or machine gun increases by 5% per level
-Penalties for heavy armor are reduced by 10% per level. At level 10, gain 5% mobility and stamina regeneration bonuses per piece of heavy armor worn.
-Rsh12 and Mts155 weapons in the Technogeek class have had their default reload speed increased (2x).
