Stealth Gear for Archery

First attempt

Reduced from -50 resistance to -20 on all armor. Updated Outfit to grant reload speed, changed all clothing to only work on crouching and standing still

Updated helmet to increase damage to wooden blocks
Lowered negative resistance on all items to -8, the previous ones were too much. Still tuning this in on what I want the trade off to be

Added changelog in mod folder
Lowered debuffs from -8 per item to -2

Fixed oversight on extra block damage not being limited to archery - Reported by opgg12

Added basic 4/4 bonus set, gives +2 inventory space while using anything archery related.

Cleaned up cold/heat resistance text on clothing
Added all clothing to the armor crafting progression tier 1-6
Added scaling text for what each level grants on the clothing

Cleaned up set text across the board to be more concise and clean
Added the full stealth clothing to the loot table

Removed Full Set bonus applying only when holding an archery related item

Increased item resale value to be in line with vanilla items
You dry off slightly faster with the full set bonus.
New bonus text added to Full Set Bonus buff

Updated boots buff to properly add more velocity. The 100% stat value still shows but it properly adds more oompfh behind the shot now.
