Fixed a bug where some pipe weapons could only be repaired with the more advanced repair kits, for example the pipe machine gun required a machine gun repair kit. This is fixed and the pipe weapons require only pipes to be repaired.

This change adds a new repair kit for just motor tools. Vehicle repair kit now gives two to balance the cost. Before it only repaired 30% and considering the cost that is too expensive.
