What kind of MOD is this?

CPPS – Custom Perks Prestige Skills (author: Zuzulol) appears to be an expansion MOD that, rather than modifying the vanilla attributes (perks), adds an entirely new tab called “prestige.” It provides 67 new perks here, each of which can be raised up to a maximum of 5 ranks.
